The French part of the Biosphere Reserve is managed by Sycoparc, the Cooperative Syndicate for the Vosges du Nord Regional Park which brings together regional councillors from Alsace and Lorraine, County councillors from Moselle and Bas-Rhin, municipal councillors from the 113 local councils, and the Ministry for Regional Development and the Environment through its Regional office, the DREA. Sycoparc has a technical staff of 25 to implement the Park's ten-year Charter. This Charter gives a list of actions to be taken covering regional development, for the protection of the area's natural and cultural heritage, concerning local development, education and information.

The Biosphere Reserve management body on the German side is the Verein Naturpark Pfälzerwald. This is a non-profit-making association that has been made responsible for managing the area. It consists of councillors from town councils and municipal group councils, the State departments concerned, and associations promoting various sports, tourism and the protection of nature. The Verein at present has a staff of 8. The Park's objectives are set out in the Rheinland-Pfalz State's Law on the Protection of Nature. These include the protection of natural areas for recreation purposes and the creation of core zones as areas of peace and for relaxation.
